The 2025 Beijing International Youth Innovation and Development Forum (YID Forum) was successfully held at the Zhongguancun International Innovation Center in Beijing on March 30.
As a parallel session to the 2025 Zhongguancun Forum, it focused on advancing the integrated development of education, science and technology, as well as facilitating the exchange and growth of international talents in Beijing.

Centered around the theme“Gather in Beijing, Create the Future”, the forum extended an invitation to talents from all over the globe, andreleased the“Beijing Offer: Towards a Shared Future” initiative and 13 concrete measures to support the innovation and entrepreneurship of returnees in the Chinese capital. These efforts aim to intensify the attraction of talents, enhance financial support, drive innovation and entrepreneurship, and improve its talent services. Its goal is to create a favorable ecosystem for young talents, enabling them to start businesses seamlessly, live comfortably and develop smoothly in Beijing.
Gather in Beijing, Create the Future
The Foreign Talent Research Center of the Ministry of Human Resources and Social Security and the Beijing Overseas Talents Center (BOTC) signed an agreement to further deepen cooperation on policy research, communication, talent attraction, integrated services, and publicity and news coverage.They will also jointly explore new models for international talent services.
In collaboration with Beijing General Station of Exit and Entry Frontier Inspection, Beijing Association for Science and Technology, Exit-Entry Administration of the Beijing Municipal Public Security Bureau, Beijing Foreign Enterprise Human Resources Service Co Ltd, and the Beijing Haidian District Committee of the Communist Party of China and its People’s Government, the BOTC released the“Service Package for Foreign Experts and Overseas Talents in International Organizations Based in Beijing”. Emphasizing scientific research, career development, and lifestyle integration, the package introduces 14 measures in four categories: exit-entry facilitation, international exchanges, talent attraction, and integration services. These measures provide comprehensive support for international talents throughout their journey — from initial arrival all the way to long-term settlement in Beijing — embodying the spirit of “Beijing Welcomes You”, while facilitating the development of international organizations in the Chinese capital.
At the YID Forum, the 14ᵗʰ Beijing Tour for Overseas Talents, hosted by the BOTC, was officially launched. The first session of the event took place concurrently, with the participation of 12 overseas student association leaders and 12 overseas talents in key fields from countries such as Germany, France, Canada, and Spain.
Over 6,000 job positionswere released through the “Contact Beijing Global Network for Innovation Services” (GNIS) Demonstration Zone. Four networking activities, covering key areas such as artificial intelligence, biomedicine, and intelligent manufacturing, both online and offline, will be held to create a “non-stop” platform for continuous engagement and support the overseas talents in connecting with Beijing and developing their careers in the city.
During the keynote speech session, notable scientists and leaders of scientific and creative enterprises, including Caucher Birkar, Fields Medalist, Member of the Academy of Europe (Academia Europaea) , Fellow of the Royal Society, and Professor at Tsinghua University, Prof. Xiang Tao, Academician of the Chinese Academy of Sciences (CAS), Research Professor at CAS’s Institute of Physics, and Director of the Beijing Academy of Quantum Information Sciences, and Wang He, Founder and CTO of Galbot, shared their views on a variety of topics. Such topics included the “Talent Exchange and Cooperation Promoting Global Partnerships”, the “Science and Technology Innovation Facilitating Youth Growth”, various cutting-edge technologies, and industries of the future.
The Global Youth Science and Technology Innovation Development Report 2025 was jointly unveiled by the BOTC alongside the Institute of Area Studies of Peking University at the forum. The report proposes that new quality talent is essential for driving the development of new quality productive forces. It suggests that when accelerating the construction of a talent development system and service network compatible with new quality productive forces, efforts should be made in building and improving the carriers for innovation and development practice, industry-driven transformation, eco-friendly and livable space, development governance coordination, and international youth exchange.
Highlights also included an “AI+TALK” session, where young AI experts, including Yao Song, Co-founder of Orienspace; Ahmad Osman, Academic Chief of Fraunhofer Institute IZFP; Chen Dongchuan, Director of BOE TV R&D; and Ali Malik, Co-founder of Stanford Code in Place and AI PhD student at Stanford University, discussed the AI-empowered new quality productive forces.
The YID Forum, initiated by the BOTC in 2021, has successfully held three annual editions, serving as an important platform for Beijing’s international youth talent exchange and release of policy and measures. The forum aims to gather innovation elements, stimulate the youth’s innovative vitality, build consensus for promoting the sharing of global resources, and provide support for international youth talents.
More than 400 participants attended the forum, including representatives from government departments and international organizations, renowned scientists, entrepreneurs, scholars, outstanding foreign experts working in Beijing, and distinguished international students.
